Security System Design
Needs / Risk Analysis
Our team will perform an on-site security survey to understand your objectives and identify potential
unrecognized risks to be managed within the scope of the project. Security professionals assigned to
your project will develop a complete inventory of all security systems including door and alarm system
device schedules, CCTV camera schedules, and documentation of all active and inactive gate and facility
access points.
Vendor Pre-Qualification
BPS will submit requests for information to local area vendors to identify those best suited to the needs
of your project and the screen out vendors whose technical capabilities or experience will not be an asset
to the project.
Design Concepts, Specifications and Drawing Preparation
BPS will develop design concepts to prevent security incidents based on threat assessment and risk
analysis results. Client approved design concepts will be represented on electronic drawings and
communicated to vendors in a comprehensive performance specification document whether security is a
stand alone project or part of a larger construction or renovation project. Our performance specification
document includes a detailed description of the results the owner wishes to achieve, schedules of devices
to be installed and their location, terms and conditions of delivery, workmanship standards, contractor
support services, administrative requirements for warranty, payments and other expectations by the owner’s
purchasing department. This approach does not limit qualified vendors who can submit proposals to the owner
and creates a challenge for the vendor to define how their proposal will meet the stated objectives of the
security system (s).
Bidding and Proposal Analysis
Our team will conduct site tours with vendors, and provide all technical responses to vendor
“requests for clarification” through the point at which the proposals are received from the vendors. BPS utilizes
a proprietary process to analyze the proposals for specification compliance, technical competence, technology
proposed and overall cost effectiveness (including operational and maintenance costs.) We make a recommendation to
you for vendor selection with supporting analysis for our conclusions, in partnership with your purchasing department
as required. The bid evaluation process will be sufficiently documented to sustain any challenges to the bid evaluation
process.
Contractor Selection
After bid analysis, BPS will recommend the vendor that has provided the best technical and commercial bid for the project.
As part of the process, we can negotiate with vendors or highlight areas of negotiation to your purchasing department
ensure you receive the best possible pricing and quality available. The client retains approval of the final contractor
selection.
Installation / Construction Management
BPS will supervise the installation to monitor quality, assuring compliance with the specification and workmanship requirements.
We will review submittals, “as built” documentation, chair project meetings and performed periodic construction site reviews.
Final testing and acceptance
BPS will supervise final testing after the vendor completes the installation to ensure the system functions as required. For
all shortfalls, a punch list will be developed and managed with the vendor until all corrections have been made. BPS will make
a recommendation to release the final payment to the vendor.
Operating plan/implementation support
BPS will assist in the development of operating procedures and maintenance requirements to ensure the system is effectively
commissioned and managed after it is put into operation. BPS will provide any supplemental training required beyond what the
vendor has provided.
Penetration Testing
BPS can test the integrity of the system through attempting to circumvent established controls, both electronic and physical,
to ensure the program is functioning as intended. Lessons learned and recommendations for corrective measures will be
identified as required.
Pre-warranty expiration testing
BPS will facilitate complete system tests prior to the expiration of the warranty to ensure that the system is fully
functional while parts can still be replaced at no cost to you.
