Emergency Response Plan
Emergency Response Plans (ERP) are the primary method of decreasing consequences of a security incident or
other operational emergency / natural disaster. An ERP is required to manage incidents that cannot be prevented
by an organization’s security program or other defensive measures. An effective plan must define the specific
actions to be performed by assigned personnel, or alternates. BPS consultants will answer the important questions
of emergency preparedness:
- What are the negative events most likely to happen? Achieved through a proper hazard assessment in conjunction with local
and state government as well as a careful security threat assessment.
- What are the best practices for incident response?
- Who will be responsible for critical response activities?
- What assets and processes are required for an effective response?
Plan Preparation - The answers to the questions above will lead to the initial product, consistent with the
expectations of the National Incident Management System (NIMS) that will reduce the consequences of a security incident
or other operational emergency or natural disaster.
- ERP that contains;
- Information applicable to all emergencies that uses the incident command structure required by NIMS
- Individual incident response action plans
- Critical path documentation with roles and responsibilities and a training strategy defined
- Incident specific contact data that lists only those parties relevant to each emergency
- Comprehensive communications list
- “One-stop” contact lists for the incident commander to use for each incident
Maintaining plan readiness and continuous improvement – Developing an ERP is not sufficient. There needs to be processes
in place to ensure personnel are trained, plans tested and lessons learned incorporated into the ERP and incident action plans.
